DIY fluid head tripod ?

After buying a crappy tripod who's pan and tilt are jerky as anything, i was wondering if I could modify the head to make it into a more fluid moving one. Now I've already hacked it to pieces, so theres no turning back. I've attached a really poor design here. I think the basic idea is good, but needs some work. For example, how to control how tight the bearings are, i.e. how fast you will be able to pan/tilt as at this rate they will just be flopping around all over the show. I was thinking of some nylon screws with bar knobs maybe.

I did actually look towards wsclaters designs but wasnt sure how to modify the designs. They seem to be more for moving, if that makes sense. I would like to have the ability to lock down the postition.
